Scene in the Dark Knight?

I was re-watching The Dark Knight and towards the end Batman confronts the joker on where to find Harvey Dent and Rachel. The Joker tells him where both of them are and Batman says he's going to get Rachel, but he gets Harvey. Was it a mix up or was that what the Joker planned to do?
